During the IV Joint Commission with the Namibian government, the Spanish cooperation has approved to support Resettlement programs of the Ministry of Lands and Resettlement (MLR).

Under this agreement the Spanish cooperation provides decentralised development aid, where support is rendered by a Spanish NGO. In this case the NGO Foundation CEAR (FCEAR) together with the Desert Research Foundation of Namibia is going to support the resettlement programme of MLR, thereby aiming to contribute to the action plan for Land Reform in Namibia designed by the Permanent Technical Team (PTT).
